always start out by writing the formula you need

$\chi_{NaOH}=0.310=\dfrac{n_{NaOH}}{n_T}=\dfrac{n_{NaOH}}{n_{NaOH}+n_{H_2O}}$

$\chi_{NaOH}+\chi_{H_2O}=1$
