Does the vertex look like it ends up where the two grid lines I've added to the graph intersect?  If so, then that is the correct answer.

Hint: the parabola equation in vertex form is 
$$y = a(x-h)^2 + k$$ where the vertex is at $(h,k)$

Those pesky - signs are the work of the devil, or so mathematicians used to believe :-)
