All I know is that these states were free states and that they were with the Union.

I know B is out considering they didn't stay neutral.
I think A is out because the states didn't "surrender".

I'm not sure if the states joined after the Civil War began or not but since there are so many I'm assuming no?
I'm kind of stuck between C and D but I do know that they obviously supported the Union, so in the end I'm pretty sure you're correct. xD

I believe Ohio was always in the Union, so D is the correct choice.
