initial cost: c = $36
summer cost: (1+15%) * c
fall cost: (1-25%) * summer cost

another way to think of it is 
initial cost = $36
new cost = $36 + 36*0.15 (or 15% of $36)
newer cost = new cost - new cost*.25(or the new cost minus 25% of the new cost)
