The League of Nations. The emperor of Ethiopia had even gone to the League to ask for help against Mussolini's aggression, but the League did little other than issue sanctions (which did little) showing how useless it was in trying to pursue its goal of preventing war. A few members were afraid to enforce these sanctions because they were concerned they might push Hitler into intervening.
