Well the Anti-federalists believed that the new Constitution gave too much power to federal states and less power and rights to the individuals. 

Autocracy Definition: a system of government by one person with absolute power.

Which would be the President under the Constitution. And with the president, it branches out into other high forms of power such as the Federal government. 

The answer is B, They believed it would create an autocratic federal government.
