Okay, common sense takes out D because it states "to make a change that will help our children." B doesn't work because of the same reason-- ie, help. A or C are your best choice. You can not tell what the very controversial is, however, you know it is not C because it never lets on that these people are opponents, or that they disagree with a position. So my guess is A.
