The guy was massively corrupt and had ties to organized crime. He was essentially a puppet for US corporate interests and mobsters...whatever they wanted, as long as he could line his pockets, was fine often at the expense of his own people. He also used his secret police forces to imprison, torture, and murder political rivals and dissidents. But since he was a staunch anti-communist, he was seen as an ally by the US.
