How do molecules in certain molecular compounds come to have a slight electrical charge?

OpenStudy (akashdeepdeb):

Some molecules, from a chemical point of view, become dipoles instantly and thus develop a dipole moment causing them to have a net electrical charge. From a physical point of view, we may say it is due to free electrons that they get a slight, sudden electrical charge.
