This passage begins with the philosophical background beliefs held by the authors.  The second half discusses actions that they believe should be taken if that philosophy is violated by an outside power (Britain).  
Again I ask you to look through the four answer choices and eliminate the weakest ones.  Two, in particular, are ridiculous.
And again, I'd like you to explain your reasoning as you (1) elim. the two craziest possible answers and (2) choose the better of the two that are left.
