Since the lines are parallel, the slope of both lines must be the same. So we know that the second equation is y=2x+b. To find b we substitute in the coordinates (-1,4) which was given to you. So we have 4=2(-1)+b Then you solve for b and put it back into y=2x+b, which gives you the answer.
