Edwin Hubble's observation of galaxies revealed that the light received from them were red-shifted, indicating that they are moving away from us. And the seemingly farther away a galaxy was, the greater its red-shift. This can only be explained if a all the galaxies were expanding outward. Determining the exact distances to the other galaxies was a problem, however, until the Hubble space telescope. It had high enough resolution to identify Cepheid variable stars in other galaxies, and accurately determine their distance, and therefore the expansion rate of the universe.

Okay, then here is a really short explanation.

Of cosmic radiation and when the big bang happened, a lot of cosmic radiation came and all the galaxys are moving away from each other. If it's red it's moving away from us, this is known as the red shift and if it's blue its coming closer to us

It looks like to me that they can tell if the universe moving towards us the sound waves get faster. If the sound waves slow down, that means the universe is moving away from us.
