The CO2 inside the cell will want to diffuse to an area of less concentration. 

Answer c assumes that this a closed system, meaning there are no other factors acting on the CO2 concentration OUTSIDE the cell and that the CO2 diffusing out of the cell will alone affect the concentration of CO2 outside the cell, causing it to increase.
