Here is text from my history book. " He set about this task by reforming the French government. He enlarged the Ministry of Police and gave it new powers to keep order. He set up a civil service system, in which citizens could be promoted for hard work, not their family background." and "He improved Paris's sidewalks, sewers, and water supply.".
