It is a warning in conjunction with the symbol of a rattle snake used by the Gadsden Flag which is the first Navy Jack flag. If you tread or step on a rattle snake, you will get bit. It means don't take advantage of or disprespect me, and was an early defiant motto in the US. It is a statement of independence.
