I just want to clarify.. Is Potential energy the energy of an object at REST?

NO .. potential energy of an object, is defined by its position .. that is it kinetic energy on the other hand is defined by its velocity for example, when u throw a ball up, the k.e gets converted into p.e right? when the ball is IN MOTION.. it keeps getting p.e right? so p.e only depends on WHERE the object is, and doesn't matter whether or not, the object is moving or rest!

yea remember.. objects can always have k.e and p.e together.. (so obviously its in motion) p.e is a little harder to deal with, cause p.e depends on origin :P..

oh ok one more thing.. They said that gravitational energy deals only with vertical motion of an object. so i 'm wondering if a potential energy, not gravitational potential energy, can deal with horizontal motion..is it?
