Well, I don't think that Albert Einstein said it.

So that'll narrow it down to those 3 other people.  

My guess would either be a pacifist or Franklin R, but I could be wrong

Well my guess would be A because Mitchell is the "father of the Air Force". 
also its highly unlikely a pacifist would say this because a pacifist is anti-war, and probably anti- anything military related.
