why did the farmers divid government powers between the national government and the states?

The Framers were extremely anxious about increasing the power of the federal government, which the Constitution was meant to do, without creating a concentration of power that would attract would-be Caesars and open the door ultimately to tyranny. Let us keep in mind they had just got done 7 long years of war throwing off a king, at great cost in blood and treasure. The last thing they needed was the risk of another one, sometimes in the future. So preventing the accumulation of power in one spot, where it could be abused by one man or a few, was their top priority in drafting the Constitution. On a more practical level, the Constitution needed to be ratified by the states voluntarily, and there was zero chance that this would happen if they sought to get the states to give up too much power to the central government.
