It's the first sentence :). Is you sub in any negative number to that equation you get a number that is between 3.999999999 and 3.6666666 Subbing in 0 gives you 3, 1 gives you 1 and from there subbing in higher and higher numbers gives you larger and larger negatives. So from that we know it isn't larger than 3.999 and can be pretty much anything under it so it's a set of numbers less than 4 :D.
