Theodora, was empress of the Roman Empire and the wife of Emperor Justinian I. She was one of the more influential and powerful empresses of Rome. Some sources mention her as empress regnant with Justinian I as her co-regent. @vaslia  shes right

I'd actually go with (B) myself. Theodora shared power with Justinian and worked towards passing a number of laws that helped women and the poor in general.

The reason why is that Theodora actually died ten years before Justinian did, leaving the empire to his successor, Justin II.
