The height is the only change. As the thickness (radius or diameter) doesn't change, this is a simple pro rata query. 3/4 the height, with the same radius, is 3/4 the weight. Therefore the answer is 3/4 of 36 = 27 ounces. The answer is different if the diameter changes, but that has not happened here.
