I say it is B. It may not look like it is a run- on but it is. This is because it can really be made into 2 sentences instead of on. Such as, My puppy is well-traned. He can sit and speak. There are other ways but that is the most common.

Respectfully, I disagree, DashToTheBeat. I believe it is a compound sentence. Because it could be two sentences, it is held together by a semi-colon - in order to hold the two ideas together. It doesn't run on because of the semi-colon separating the segments.
