it's simple. Just count in odd until you get to 39. then count how many odd numbers you counted and that's your answer. 

1, 3, 5,7,9,11,13,15,17,19,21,23,25,27,29,31,33,35,37,39

it think i made a mistake. just divide 39 by  3 = 13

Why would you count  the first duck?  That also goes for 5 7 etc.
