I see you are new here - I'm sorry for the smartyalec reply - you will generally get good help here.
Your question really just needs oyu to think about it for a second or two. There is no 'right answer' it depends a little on what the context of your study is (friction, dynamics, ergonimcs, economics....) but I hope you can think of at least 1 good reason for yourself.

when they put wheels below the cart. friction is greatly reduced. when we put wheel; the cart rolls. and rolling friction is very less.. and hence it does not oppose the motion. so we have to put less effort to move the cart.
