The Electoral College system is specifically created in the Constitution. Any revision or elimination would require and amendment to the Constitution specifically addressing this issue. Many attempts at eliminating the Electoral College have been attempted and failed, generally following a presidential election that calls into question the system’s efficacy and fairness (see the election of 1876 and the election of 2000).
