Alright. Well, charge depends on the make up of the particle. Would that makeup change with speed?

Well, an electron has it's charge just because it does (as far as I know). A proton has it's charge as the sum of the three charged particles that make it up. So any particle's charge is due to what it is made up of. If that particle is going faster, does it change? Does the particle and what it is made of change, because of greater or lesser speed?

Charge is a relativistic invariant. This means that any particle that has charge Q, no matter how fast it goes, always has charge Q. This property has been experimentally verified by showing that the charge of a helium nucleus (two protons and two neutrons bound together in a nucleus and moving around at high speeds) is the same as two deuterium nuclei (one proton and one neutron bound together, but moving much more slowly than they would if they were in a helium nucleus)
