Democracy was "Under attack" in the 1920s and 1930s because of the aftermath of World War 1 and the Great Depression. These two events lead to instability in democratic and monarchic nations and thus Fascism and Communism rose during the Inter War years. The most significant examples are the USSR, Nazi Germany, Fascist Italy, and Franco's Spain.
