the affects of the open door policy changed both countries: China open to trade with all countries on an equal basis; thus, no international power would have total control of the country. The policy called upon foreign powers, within their spheres of influence, to refrain from interfering with any treaty port or any vested interest, to permit Chinese authorities to collect tariffs on an equal basis, and to show no favors to their own nationals in the matter of harbor dues or railroad charges. Open Door policy, statement of principles initiated by the United States (1899, 1900) for the protection of equal privileges among countries trading with China and in support of Chinese territorial and administrative integrity. The statement was issued in the form of circular notes dispatched by U.S. Secretary of State John Hay to Great Britain, Germany, France, Italy, Japan, and Russia. The Open Door policy was received with almost universal approval in the United States, and for more than 40 years it was a cornerstone of American foreign policy.
