In the moons early history when it had a molten core, in the same way that the moon's gravity pulls our ocean to form the tides, the Earths gravity pulled at the moon and pulled the lava out to the surface. That is why they are only on the side that faces the Earth. The other side of the moon is completely covered with craters with no maria.
