Seems like the British would have to occupy a town before the Americans could lay seige to it.

British occupation led to the seige. There would have been no siege if the British hadn't occupied it. Restriction of food supply is part of the seige so it can't cause the seige. Authorization to end the war is silly. Who would need to authorize the end of the war? And the British wouldn't bombard Yorktow. They were in it.
