The sum of any two sides of a triangle must have a sum greater than the third side. (The shortest leg of a triangle can be no shorter than the difference of the other two sides and the longest leg of a triangle can be no longer than the sum of the other two sides.) 

15 - 8 < missing side < 15 + 8 → 7 < missing side < 23. 

So, the third side must be between 7 feet and 23 feet.
