I play bass, I pluck well but i really have trouble slapping and picking, any tips?

The key to properly slapping bass is actually in the pulls. To slap better, you want to be making your pulls with your middle finger, and not your index finger (which is more natural, and initially is more comfortable). Many bassists pull with their index finger, like flea for example, but pulling with your middle finger forces your thumb to land parallel to the strings, so you will only hit the one string you want to slap at a time.
Agreeing with @jigglypuff314, I always pull with my middle finger.
what about picking? I have been told you rest my hand but i cant pick with any kind of force without strumming like an idiot xD

Bass picking isn't the most important skill for a bassist. With practice, you should be much faster just plucking with your fingers. But in terms of bass picking, make sure you have a bass pick (or just a heavy guitar pick, so a thick one), as you need it to be firm enough to move heavy bass strings. But if you either need to pick stylistically, or just prefer it, make sure that you pick perpendicular to the strings. Try to draw the picking force from your fingers and wrist, there should be very little arm motion. It's really just a fingers and wrist skill.
