A) The fear of election day does not seem to limit the level of congressional pay because some congressional members may not feel such fear and since fear is an emotion I do not see how this will influence the overall level of Congressional pay.

B) The amount of additional income a person might have does not seem to be a factor since this also varies by person and does not seem to be a factor in the overall Congressional pay. Plus this type of income seems to apply more so to taxes than pay.

C) We have already established that Congress is subject to Federal Law not State Law.

D) The Constitution IS the basic law of the United States of America and thus if something is in violation of the Constitution (such as Congressional pay) this is a definite factor that can limit Congressional pay.
