Depends, it's used for vectors but unless you're asking when people say things like 4^1 etc, then it's just a power which means \[4^1\]

4^2 is just 4 to the power 2, or \(4^2\), and it means "4" multiplied by itself "2" times, i.e. \(4\times4\)

4^3 is "4" multiplied by itself "3" times, i.e. \(4\times4\times4\)
