Well, if the negatively charged object repels electrons, that will have the effect of making the second object have a positive charge, not a negative one, because the positive charge in the nucleus will no longer be fully offset by the electron swarm. If the negatively charged object could successfully attract positive charges to its vicinity, it would attract them to itself, neutralizing the charge.
