2.people can text each other for answers on a quiz or on a test. 73% of students have been caught cheating on a test with a cell phone.
3.they can harass each other and cyber bully one another.

You could say yes because they are a distraction, they encourage cyber bullying and they are irrelevant to the learning environment or you could say no because they are a great way to connect the teachers to students, can be used to help study or that cell phones can be used to get new ideas.
