If you stop thinking with your stomach, we can look at it thermodynamically @chmvijay? ;) You can from thermodynamics show that we in a phase change push the temperature at which the phase change is happening.
So the pasta will eventually boil at higher temperature. one answer. Another answer could be to look at osmosis, however I don't see the relevance of pulling out water of pasta
