Constitution The U.S. Constitution is the supreme law of the United States. It is a written document created more than 200 years ago that spells out the country’s laws. During the debates about the content of the Constitution in the 1700s, some states demanded changes, or amendments, to the Constitution to give rights to individual citizens and to the states. The first ten amendments to the Constitution, known as the Bill of Rights, were the result of these debates. Under the Tenth Amendment to the U.S. Constitution, all powers not granted to the federal government are given to individuals.
