Describe how to find the x-intercepts of W(x) and how to construct a rough graph of W(x) so that the Parks Department can predict when there will be no change in the water level. You may create a sample polynomial to be used in your explanations. . A little help?

Well, x-intercept is when a graph intersects with x axis. That happens when the value of the function is zero. So, the given function W(x) should be zero at whatever point it intersects with x-axis. For the second part of the question: To find the point where this thing will be zero, simply find the x-intercept.
