No, newtons laws are not affect a package. It's only for bodies. It is not connected with Spectrome. That's why in Chemistry Section we don't use "THE NEWTON's LAW".

Newtons laws of motion affect all objects on the macro scale and formalise the relationship between mass, force and motion.
