Two students, Raymond and Shauna, are trying to get city council members to vote for a new park along the river. of the 24 council members say they already support the idea, but that's not enough. At least 13 council members must support the idea before the park is approved. How many more city council members must Raymond and Shauna convince?

I'm not sure if I'm just reading the question correctly, but is it saying that 24 members already support the idea and they need 13 more?
