I don't know much on this, but I researched it and found this: A neutral density filter is simply gray glass. It's purpose is to reduce the amount of light that enters the camera, allowing you to choose either a longer exposure or a wider aperture to achieve the image you are trying to photograph. Polarizing filters polarize the light entering the camera. They generally involve sheets of filter material mounted in a way that allows you to adjust the relative angles between the filter and the source of light in the scene.

You can use ND filters to cut the amount of light, allowing you to photograph extremely bright objects while still using slow shutter speeds (if you want a blurred motion effect, for example), or a graduated ND filter is a sunset photographer's friend, as it cuts the amount of light from the sky while allowing the darker foreground to get full exposure. A polarizing filter can be used to control glare or reflection, such as when photographing artwork to copy it, or trying to photograph through windows or the sunlit surface of water. Colored filters can be used for artistic effect or with black&white film to alter the tonal relationships. For example, a yellow filter will darken blue skies, making white clouds pop out. A deep red filter will have an even greater effect in that regard.
