Why if a train starts from rest and then accelerates down the track, coming toward me faster and faster, is the speed of the soundwaves the same as the normal speed of sound in air? Why don't they move faster? I don't understand that.

The speed of sound limited by and is constant in the medium through which it is traveling. That means, in this case, it is constant for air at a given pressure and temperature. It is a material property.
