why did justinian I fail to regain all of the former provinences of the old roman empire

Justinian just did not have enough troops, presumably because of a lack of money. If I remember correctly, he sent Belisarius to reconquer Italy with fewer than 10,000 men, many of whom were mercenaries. It was not equipment that was the problem, but cash to pay soldiers.
