The answer to whether Macbeth is a tragedy of fate or character depends on how you view the play itself. Do you believe that by him hearing what the witches said and acting on it made him King, or do you think it would have been better for him had he waited it out and let the prophesy fulfill itself instead.
While the witches prophesy defiantly bought out the greed of his wife, and then caused her to go mad once she acted on it, it by no means shows what she would have done in any other different situation.
