The general rule for applying or dealing with a negative exponent it to straightup convert the number into a fraction. So yeah, like the zzr0ck3r guy just put, if the original expression it \[4^{-3}\] then it would look like \[\frac{ 1 }{ 4^{3} }\]. and to solve further you just need to find what 4 to the power of 3 is andput one over it.
