I'd go with (D). Mitchell was a huge proponent of the role that air power would play in future wars and insisted in the development of more aircraft carriers over traditional battleships. That rubbed a lot of people the wrong way and they eventually conspired to drum him out of the service on the grounds of insubordination. 

Years later, however, he was proven exactly right.
