If we're talking 1930, that's the year that Heinrich Bruning took over as chancellor of the Weimar Republic. He used emergency powers, with Hindenberg's approval, to keep himself in the post when elections in parliament severely weakened the coalition that put him in there in the first place. It wasn't really a state of emergency, though, at least not like the one that ushered Hitler into absolute power when the Reichstag burned down in 1933.
