I am pretty sure it's "The instruments were tuned by the members of the orchestra."

An adverb describes a verb, or how something was/is done. "The instruments.." begins with a noun (being instruments). "Softly.." describes HOW they tuned their instruments. "Tuned..." is an verb. So the answer is the one that begins with softly.
@ Karebear_Karl - My original guess was: Softly, the members of the orchestra tuned their instruments. But wasn't positive.... I have alot more coming if you care to help!! LOL!!
