The answer is C. He himself did not do much exploration personally. His accomplishments were encouraging and sponsoring others to do so, and in the development of technologies and techniques to further exploration. It is thanks to him that Columbus had the ability to sail to the Americas and that in 1498 Vasco de Gama was able to sail around the Cape of Good Hope, the southern tip of Africa, and be the first European to reach India by sea.
